
What would you guess is Haringey's Parking Service's chief aim? Removing badly parked vehicles causing an obstruction; appropriate provision of parking for residents, business-people and shoppers; policing parking restrictions?
Well, you'd be wrong! It's chief aim is in fact to make life more difficult for the law-abiding motorist. Indeed, on 10 June 2003 the "prime aim" of the Parking Service was brazenly declared as "...to reduce the increase in car journeys".
In pursuance of its anti-motorist agenda the Council's ruling Executive agreed on 10 June 2003 to introduces a wide-ranging battery of anti-motorist & revenue-raising measures:
1. clamping & removal of cars for even minor parking infractions
2. removal of 'free' parking bays in CPZs in favour of 'Pay & Display', making life more difficult for visitors and shoppers
3. extending CPZ hours to include Bank Holidays, even where parking pressure is caused by commuters who do not work BHs
4. making residents apply for visitors' parking permits quarterly, rather than annually
5. introducing the use of bailiffs
6. using CCTV for more aggressive policing of waiting & loading restrictions.

"Let there be no doubt about it: Haringey Council has a draconian anti-motorist agenda. Even its parking service's chief aim is not to improve parking but to make life more difficult for the ordinary motorist.
Many of the measures agreed on 10 June 2003 are simply about clobbering car use or milking the motorist for more money, or both".
